Topic Intro : Advancing Climate Action at COP 29

We are running out of time. As the window to limit climate change narrows, will COP 29 at TransMUN be the moment we finally bridge the gap between promises and action?

This conference marks a turning point: the first COP following the Global Stocktake, where the world can no longer afford delays. Nations must move beyond pledges and commit to real implementation, shifting the focus from ambition to tangible results. Unlike previous summits, which emphasized goal-setting, COP 29 will be about delivery — ensuring that the $100 billion climate finance commitment is fulfilled and that the Loss and Damage Fund is effectively structured to support the world’s most vulnerable communities.

But implementation is more than just finance. Delegates will be responsible for shaping the future of carbon markets, establishing clearer rules for emissions trading, and negotiating stronger accountability mechanisms to ensure nations follow through on their commitments. At the same time, discussions will center on a just transition away from fossil fuels, balancing economic stability with the urgency of climate action.

As you take your place at the table, you will be navigating negotiations that demand both pragmatism and innovation — where diplomacy must translate into impact, and where your leadership can shape the course of global climate action.

UN Climate Change Conference - Conference of the Parties (COP)

The Conference of the Parties (COP) is the decision-making body of the UNFCCC, where nearly all nations, alongside key stakeholders from the private sector and civil society, negotiate global climate policies. Unlike traditional MUN committees, COP operates through consensus, meaning delegates must collaborate rather than debate competing resolutions. Instead of adopting a single resolution, negotiations result in a series of agreements and policy decisions that directly shape global climate action.

COP 29 at TransMUN comes at a pivotal moment, as it is the first conference following the Global Stocktake, a comprehensive review of worldwide climate progress. This shifts the focus from setting new targets to ensuring implementation and enforcement.

Delegates will engage in working groups, informal consultations, and multilateral negotiations to address key issues such as climate finance, emissions reductions, carbon markets, and adaptation strategies. The urgency of action will be reflected in negotiations on the Loss and Damage Fund, accountability frameworks, and the transition away from fossil fuels. Crucially, discussions will also involve private sector commitments, financial mechanisms, and technology-driven solutions, recognizing that businesses and investors are instrumental in accelerating climate action.
